UPCC Meeting

Update on the progress of the noise ordinance changes; there'll be a September 1 committee meeting, with a vote on the 15th, then a whole-council vote a few weeks after. It'll take effect a month after the whole council approves it, assuming this happens.

Update on the ADU (mother-in-law apartment) situation - the owner-occupancy requirement will NOT change. Owner-occupancy WILL stay. As always, call DCLU if you see an illegal build going on.

CUCAC report on student behavioural issues. Some have called it a "Railroad" by the University, which was claiming that no problems exist and that if any do, they are beyond the scope of the Unversity. Best bit was Sargent O'Niel saying Seattle PD needs help, can't control these parties with their current staffing levels.

NATS meeting - talked about noise, they think the ordinance will take effect in December. Some police say issuing cites will make crowds hostile; North Precinct says they WILL implement AS written, including issuing cites.

Pastor Ron Moe-Lobeda of Luth. Church speaks up:

Rev. Ron says Hi. Met w/day care a few months ago, completed long-range plan 1.5 yrs ago; daycare company did not meet the goals of the church, so there was a mutual decision for the daycare to move. The daycare company were the ones saying that the church was planning a "homeless youth shelter;" they were asked to stop saying that and agreed. Church hasn't even got a task force on it yet, so they don't even know or start to know what they're really doing. Daycare hasn't left yet, no move-out until Dec. 1999.

Audience member asks PLEASE keep nighttime in thought. Many implementers of programmes don't live here & don't care, & resulting programmes show it.

Audience asks if rep of UDCC could be on task force, "Not initially. Maybe later in the process." Audience stresses that the "would I want this in my block" factor mustn't be ignored.

More talk about details of what all this means. Pastor Ron Moe-Lobeda says he would assume 24-hr. watch would be necessary.

Pastor Ron asks "What would you suggest?" Audience says we like the day-care. Rev. says another "Christian daycare" would be an option.

What ideas were brainstormed from their congregation? Pastor Ron Moe-Lobeda stresses that none of these are from a task force and are purely ideas thrown into a hat - 1) Christian daycare 2) Spiritual renewal centre 3) homeless youth spiritual outreach & 4) offices for church-related groups.

More positive response to Christian daycare.

Audience member says they would support the right kind of homeless-youth outreach.

Q: What is the state of the congregation? Stable?

Pastor Moe-Lobeda says very strong & solid, is why they went through the long-range planning process. All-volunteer, tho', so things take time. But very good volunteer turnout on their weekly youth shelter night. (Fridays.)

Willie asks if there's any more questions about CUCAC.

Brian asks if we have CUCAC allies. Willie says yes, George Hallsley, Cheryl from Laurelhurst, Ravenna/Bryant, more as others understand the issue.

Should watch for annexes of frats, we'd have more leverage if they became problems. Multiple audience members point out that fraternity annexes have actually been well-behaved to date. Frat liaison agrees mostly but they can't control 21-year-olds -outside- of Greek housing.

ADUs can now be 1000 sq ft max in committee-passed form, & still have to be owner-occupied full-time - and that last is the Big Problem most people had with the changes. It all still goes back to enforcement, of course; lots of non-enforcement has allowed lots of illegal changes to houses.

Reminder that Councilman Steinbreuck will be @ University Service Centre on 27th.

Kent brings up data from NATS meeting on abandoned vehicles, specifically, why it takes so long to haul away an abandoned car? (10-14 days) It's because Lincoln Towing's lots are full! Much processing time.

Also NATS has a manager downtown now! Has access to mayor, city council. Her name is Veronica Jackson. It's a new position with responsibility to elevate neighbourhood problems.

I talk about welcome-to-neighbourhood booklet. The UPCC is trying to make a booklet to give to new residents (specifically student renters, but everyone in general) which explains the neighbourhood, talks about why it's nice here, and how they can help keep it that way. It has to be something they'll want to read. Any suggestions would be welcome.

On traffic calming issues; you MUST file ALL accidents with police, even if you're not involved in any way. If you see one, phone it in. That way accidents get tallied. Streets and intersections with higher accident totals get more calming. A suggestion is made for a U Park traffic management committee. Multiple people express interest. All traffic planning in Seattle starts with neighbourhood organisations, so this could be the start for ours.
